सूचना आयोग ने पकड़ी नगर निगम हरिद्वार के रिकार्ड में करोड़ों की हेराफेरी, नोटिस जारी
हरिद्वार। उत्तराखंड सूचना आयोग ने नगर निगम हरिद्वार में एक करोड़ रुपये से ज्यादा धनराशि के घपले का खुलासा किया है। यह खुलासा ऊषा ब्रेको नामक कंपनी से भूमि किराए के रूप में ली जाने वाली धनराशि में हुई गड़बड़ी से जुड़ा है। एक अपील की सुनवाई करते हुए राज्य सूचना आयुक्त योगेश भट्ट ने यह गड़बड़ी पकड़ी है। मामले की सुनवाई करते हुए राज्य सूचना आयुक्त योगेश भट्ट ने पाया कि नगर निगम द्वारा ऊषा ब्रेको कंपनी से भूमि किराए के रूप में ली जाने वाली निर्धारत राशि वर्षवार नहीं वसूली गई। इसके अलावा कंपनी द्वारा नगर नगम को भुगतान भी मनमाने तरीके से किया गया। सूचना आयुक्त योगेश भट्ट ने इसे गंभीर वित्तीय अनियमितता करार देते हुए बड़े घपले की आशंका जताई है। उन्होंने लोक सूचना अधिकारी को कारण बताओ नोटिस जारी करने के साथ ही नगर निगम हरिद्वार के वरिष्ठ वित्त अधिकारी, लेखाधिकारी तथा कर अधीक्षक को पक्षकार बनाते हुए एक सप्ताह के भीतर ऊषा ब्रेको कंपनी पर निर्धारित देनदारी और वसूली का समस्त ब्यौरा तैयार करने के निर्दश दिए हैं। साथ ही लोक सूचना अधकारी को अगली सुनवाई पर वर्ष 2004-05 से वर्तमान तिथि तक नगर निगम हरिद्वार की मांग व वसूली की ऑडिट रिपोर्ट प्रस्तुत करने का भी निर्देश दिया है।
क्या है पूरा मामला
कनखल, हरिद्वार निवासी याचिकाकर्ता दीपक ठाकुर ने नगर निगम हरद्वार से ऊषा ब्रेको कंपनी पर वर्ष 2006-07 से नगर पालिका हरिद्वार और नगर निगम हरिद्वार की देनदारी और उसके सापेक्ष किए गए भुगतान की वर्षवार सूचना मांगी गई थी, लेकन निर्धारत समयावधि पूरी होने के बाद भी नगर निगम द्वारा उक्त सूचना उपलब्ध नहीं कराई गई, जिसके बाद उन्होंने राज्य सूचना आयोग का दरवाजा खटखटाया। सूचना आयोग में सुनवाई होने पर सूचना आयुक्त योगेश भट्ट द्वारा नगर नगम के लोक सूचना अधकारी से संबंधत सूचना पर स्थित स्ष्ट करने को कहा गया जिसके बाद खुलासा हुआ कि, नगर निगम हरिद्वार द्वारा ऊषा ब्रेको कंपनी से पूरा निर्धारत शुल्क वसूला ही नहीं गया। वर्षवार ब्यौरा देखने पर खुलासा हुआ कि अकेले वर्ष 2006-07 में ही 66,78,198 रूपये की देनदारी का कोई हिसाब नगर नगम हरिद्वार के पास नहीं था। इसके अलावा यह तथ्य भी सामने आया कि ऊषा ब्रेको कंपनी द्वारा नगर निगम को किए जाने वाले कराए का भुगतान भी मनमाने तरीके से कया गया। सुनवाई के दौरान ऊषा ब्रेको कंपनी के अभलेखीय खाते में पिछले डेढ़ दशक की अवधि में करोड़ों रुपये की हेराफेरी भी पाई गई।
सुनवाई के दौरान यह भी पाया गया कि नगर नगम हरिद्वार की मांग वसूली पंजका में ऊषा ब्रेको कंपनी के खाते में ओवर राइटिंग की गई है। साथ ही यह भी पाया कि नगर नगम हरिद्वार की महत्वूर्ण पंजिकाओं में एंट्री दर्ज किए जाने का काम गंभीरतापूर्वक नहीं किया गया है। सूचना आयुक्त योगेश भट्ट ने इसे गंभीर अनियमितता करार देते हुए बड़े घपले की आशंका जताई। उन्होंने नगर नगम हरिद्वार के वरिष्ठ वित्त अधिकारी, लेखाधिकारी तथा कर अधीक्षक को पक्षकार बनाते हुए एक सप्ताह के भीतर ऊषा ब्रेको कंपनी से संबंधित वर्तमान तिथ तक वसूली का समस्त ब्यौरा तैयार करने के निर्दश दिए हैं। साथ ही लोक सूचना अधिकारी को अगली सुनवाई पर वर्ष 2004-05 से वर्तमान तिथि तक नगर नगम हरिद्वार की मांग व वसूली की ऑडिट रिपोर्ट प्रसुत करने का भी निर्देश दिया है।
